Movie summary on Tough Guise - Research Paper Example Movie summary on "Tough Guise" When Katz asks young men to define what it means to be a man, he gets feedbacks like physical, in control, strong, athletic, stud, tough, and powerful. In this film, it is depicted that men tend to be more aggressive and physical, but women are the exact opposite. Towards the end in a section referred to as ââ¬Å"Better Man,â⬠Katz documents that America has made some positive attempts and features several earlier examples from more human and sensitive men and media content. Analysis of feminist theme in ââ¬Å"Tough Guiseâ⬠Masculinity and violence ââ¬Å"Tough guiseâ⬠was well-developed, using effective and interesting examples to bring out its main topic about masculinity and violence. The rest of the ideas presented were well supported to give good insight into the concepts of masculinity constructed by the current society. Regardless of these strengths, the movie over exem plified the idea of masculinity by merely addressing ââ¬Å"toxic characters.â⬠However, this does not erase the fact that the movie clearly shows the application of masculinity to violence and crime. The movie is really a challenging one especially when one thinks of the way films and the media marginalize men. While watching the movie, it is important to reflect on the discussion in the book, Women's Voices by Shaw and Janet Lee about gender and performance. They argue, ââ¬Å"There are politics in sexual relationships because they occur in the context of a society that assigns power based on gender and other systems of inequality and privilegeâ⬠(Shaw & Lee 46). Most of the critiques of masculinity may be inclusive of arguments that it disregards dissimilarities and outlines ideas in a heteronormative conception of gender. Such critiques are put forward by feminist thinkers who discuss this concept. The arguments by Shaw and Lee are very interchangeable and have a clear connection with the film because it is argued that masculinity can be replaced by ââ¬Å"aggressivenessâ⬠and ââ¬Å"femininityâ⬠with ââ¬Å"passiveness.â⬠The constant arguments constructed on ideas of femininity and masculinity proves the authorsââ¬â¢ suggestions that none of these misconceptions are natural but mere performances. When the society scrutinizes dissimilarities between women and men as well as ideas of gender, it seems like people will often be performing to a certain degree. I agree with the theme of violence and masculinity in this movie that the two issues are part of the continuing crisis in America. Introduction There are many factors that entice some people to use illegal means to reach the United States, the member states of the European Union and other countries. One of the illegal means is through human smuggling. Two of the main reasons are pegged on social as well as economic ties. Other reasons could beà the political instability, armed conflict, rapid population growth, environmental degradation, widening economic disparities between countries, and a worsening unemployment crisis in the Asia Pacific region are only a few of the reasons that have sparked several waves of human smuggling activities. Human smuggling always entails people leaving their home country where their loved ones are waiting for them to send back home money to pay for their familyââ¬â¢s daily expenses. For, humans exhort to violating the immigration laws of their decision countries by entering through the smuggling channels because in order to acquire that elusive bag of gold offered in the destination country. In Congo, humans are smuggled to Europe by passing them off as musicians and dancers (Bafalikike 2003, 65). à This bag of gold includes protection from dangers to their life back home, employment, higher wages and a better life. Thus, these people are forced to leave their country of origin either voluntarily orà even involuntarily to improve their life to secure their lives, to secure their families and friends and their properties back home (Hampson, and Hay 2004). 2. Smuggling Operation-The Organisation Human Smugglingà from China to the United States has a long history. This started with the United States interpretation of the term refugee in 1996. Consequently, the last ten years saw the human smuggling of Chinese citizensà has increasedà from a small ââ¬âscale regional movement to a major global enterprise (Kung 2000, 1271). The Chinese smuggling network is run by big snakeheads that have institutionalized networks of small snakeheads, debt collectors and enforcers. With the good relationship with local Chinese government officials, many snakeheadsà present themselves as philanthropists for they donate large sums of corruption money to improve their chosen home villages (Smith 2002). The smuggled humans do not ever meet these snakeheads but are only in communication with the snakeheadsââ¬â¢ representatives or employees. Some of the smaller snakeheads are local Chinese residents who entice customers and collect down payments. In addition, droves of middlemenà tour the human smuggles from one transit point to the next until they reach their destination ââ¬â United States. Upon arrival on the United States shores, these human smuggles are then imprisoned by the tour guides until they pay their fees. The big snakeheads normally hire gang members to collect the human smugglesââ¬â¢ debts. However, there is no flagrant evidence that organized crime holds the strings in the Chinese human smuggling business (Ruddock 2001). Evidently, the Chinese human smuggling business is controlled by so -called enterpreneurs who are involved in several criminal activities(Jandl, 2004). The tour guides and entrepreneurs juicily talk to their hapless victims that they have to pay only a small monetary price in exchange for a richer life in the United States. Thus, the willing Chinese victims endure the dangerous travel by sea, air and land in inhuman conditions that are worsened by the violent abuses of the enforcers (Chu 2000, 111). The entrepreneurs or Chinese smugglersà charges very exorbitant fees ranging from $30,000 to $60,000 for each person for their human smuggling services. To ensure success, the human smuggles pay à the smugglers lots of money in exchange forà passage through the high seas. The Chinese smuggles then are not forced to as indentured servants in American food services establishments or sweatshops to pay their smugglers. In fact, human smuggling has increased in alarming rate more (ORourke 2002, p1). For, the smugglers immediately collect the human smugglesââ¬â¢ debts from the friends and relatives of the newly arrived Chinese human smuggles in full upon arrival in the United States. Consequently, the smugglers will torture the human smuggles and inform the relatives that further harm will continue thus forcing their relatives and friends to pay the human smugglesââ¬â¢ debts if payment has not been made generally in one weekââ¬â¢s time (Jandl, 2004). Usually, the Chinese human smuggles come from the Chinese province of Fujian. The smuggling networks starting the 1980s have already smuggled more than ten thousand Fujians into the United States. Fujian lies along the coastal Mainland side of China which is the main Chinese shipping route for export and import of goods.à In fact, Fujian is the birthplace of the founder of the Chinese Triad, San Lian Hui, which is the center of Chinese Smuggling. Human smuggling here was ignited when the war brought about by the Qing dynasty in the 19th century where thousands of Fujians fled the island to escape the warà and financial hardships then. The main source of the Fujian human smuggles are people living around Fuzhou City in the northern part of Fujian province. Here, several villages are housed many Chinese whose relatives are in the United States. The residents here are dependent on the money sent from their relatives in the United States. Unquestionably, money is the push factor that has forced many Chinese to illegally enter the United States. Along this line, many Chinese officials are being corrupted to allow a smooth transfer of the Chinese smuggles outside of China which weakens most levels of the Chinese society (Jandl, 2004). Further, one expert clarified that corruption of Chinese government officials plus the decentralization of the Chinese economy erupted into a massive unrest in the Chinese Society. Thus, this unrest increased the number of Chinese smuggled outside of China. The Chinese government could not stop the human smuggling because the Chinese officials in the smuggling areas were corrupt and cared more about the money they will receive through bribes than implementing the Chinese governmentââ¬â¢s efforts to curtail human smuggling in China. The ordinary Chinese citizen finds it an uphill climb in terms of procuring travel documents to enter the United States. On the other hand, the rich, educated and professional Chinese residents can easily travel abroad including the United States and members of the European Union States. For, the Chinese government are very strict in giving out passports to Chinese people applying for permission to go abroad. Normally, the legal way to go the United States includes applying for a passport from their local village officials. Then, the visa and passport applicant will apply at the United States Embassy in Beijing or the Consulate in Guangzhou.à After, the Chinese applicant mustà apply with the Public Security Bureau for the final document needed to leave China. The final paper is the exit permit. However, there are many bureaucratic obstacles hounding the application in every step of the application process (Lubbers 2002). The human smugglers ply their trade by giving their clients fake documentsà and passage to the United States.à Also, the lax immigration checkpoints in China and the transit countries until the United States have made human smuggling a very profitable and happy encounter. For, the smugglers make lots of money in return for a happy arrival into the United States. In addition, other authorities offer high prices to give their passports to clients. In addition, Chinese government officials themselves pay the human smugglers to smuggle their families and friends into the United States at an obviously discounted price.à The human smuggling travel passes through several transit points. There are dangers along bend of the way. The trip takes from a few weeks to even a year. The ride passes through Southeast Asian countries, Europe and South or Central America The human smuggles are at the mercy of the snakeheads and the enforcers. Not all human smuggling was successful. On June, 1993, the freighter Golden Venture ran aground in New York. It was discovered that more than three hundred Chinese smuggles were packed in 800 square feet of cargo space and had been at sea for more than three months with little food and water, no lifer preservers and only one ladder as escape route in case of danger. Upon discovery, an estimated two hundred Chinese smuggles jumped ship and swim across the literally ice ââ¬âcold New York waters ashore where more than ten people died from froze bite à swimming in the freezing water. Ten of the migrants died while trying to reach the shore(Schneider, Steiner, and Romaine 2003). In addition, the early nineties saw thirty two ships carrying a total of more than five thousand Chinese migrants traveling towards the United States that were caughtà many stop ââ¬âover points in Asia, South America and Europe. After the Golden Venture Crackdown, still continued to brave the odds that were heavily stocked in miniscule fashion in the Chinese smugglesââ¬â¢ favour in fishing boats. In fact, one United States INSà officerà stated that at any given point in time, thirty thousand Chinese areà literary packed in sardine like safe houses around the world waiting for that rare and opportune time to enter the United States through the discreet smuggle entry points. Importantly, any clear and fast distinction between human smuggling and human trafficking seems spurious (Skeldon 2003 p.1). In 1998, the United States INS service uncovered a criminal syndicate that focused on smuggling up to one hundred fifty Chinese people per month into the United States through the Canadian border (Smart, 994, p 98). The criminal syndicateââ¬â¢s network encompassed five continents because they earn lots of money in this illegal activity. The method was to smuggle the Chinese through Canada by giving them fake passports. The Chinese smuggles thenà were sent to New York City passing through the Saint Regis Mohawk Territory at Akwesasne. This was an American Indian Reserve the lies between the boundary of the United States and Canada.à This smuggling was busted and thirty seven members of the smuggling ring were jailed. à After the Canada bust, the smugglers focused their entry point through Mexico City (Cholewinski 1997, 4). Smuggling humans through Mexico had declined during the Great Depression of 1929 (Hansen 2006; Spener and Staudt 1998, null5). Recently, the Chinese smuggling ring is using Guam as its stop ââ¬âover point (Jandl, 2004). Furthermore, many human smugglers use commercial airplanes to deliver their human smuggles so that the coast guard and the border patrol could not find them. Flying the human smuggles through the air lanes was more successful and comfortable as compared to the overly tight border patrols. The Chinese smuggles would wait an average of two months for their fake travel documents to arrives so they could fly to the United States passing through Asia, Europe and other transit points. It is difficult to estimate the magnitude of the human smuggles because of their discreet operations (Guiraudon and Joppke 2001, 107). When caught by the INS people, the Snake heads instruct their Chinese smuggles to say that they are applying for political asylum because they are escaping Chinaââ¬â¢s one child policy (Newman and Van Selm 2003, 9). Then, the snake heads hire lawyers to get the smuggles on parole and out of jail. After leaving jail, the Chinese Smuggles then disappear in the Chinese communities hide from detection. In reality though, the United States benefits from the cheap labor that these Chinese smuggles offer (Jandl, 2004). 3. Protocols The United States INS detention centers could not keep the overbulging Chinese human smuggles who come in droves and in regularly smuggled fashion.à The current US jails could not keep the surge of Chinese human smuggles arriving. à And, a Chinese woman was jailed by the United States INS in October 24, 1999 who gave birth in a United States Jail. The jail guards rushed the pregnant mother to the nearest hospital. Naturally, many human rights groups including the American Civil Liberties Union have complained that jailing the human smuggles are a violation of their human rights. For, the jail was a harsh environment taking into consideration the hardships these Chinese had to face for three or more months inside inhuman ocean going containers. Despite the eighteen arrests of Chinese Stowaways in another ship in Seattle and the detention of more then two hundred Chinese human smuggles found in container vans bound for the United States and Canada, there are still more that have not be caught. The series of successful detection of the Chinese smuggles that were smuggled as part of cargo in ships is used by the United States INS as proof that they are successful in their endeavor to decrease or even stop the rampant human smuggling into the United States passing through the European Union countries, Asia, Canada, Mexico and the like. The difficulty in detecting the Chinese smuggles is because there are too many cargoes loaded in a Cargo ship. In addition, many of the shipping companies and their crew do not know if their ship is carrying human smuggles. In response, the United States INS are holding responsible the shipping lines if human smuggles are discovered hiding in their ships. To stave off the proliferation of human smuggling, the United States makes it a criminal offense for anyone to bring or to aid in bringing human smuggles into the United States.à Likewise, it is considered a violation of the United States law if a person aids in the smuggling of persons into the United States. In addition, any person who entices another to enter the United States illegally will be punished with the full strength of the United States law. The penalty for human smuggling could reach up to five years. In addition, the enticing human smuggler will pay dearly if his human smuggle dies on board. However, if the human smuggling is done on a large scale or business ââ¬âlike basis, the penalty would be fifty dollars. However, these sentences will not stop the Chinese smuggles from entering the United States through sheer luck. à The United States Congress in 1996 placed human smuggling and immigration related visa fraud as RICO predicate offense. The RICO approach focuses on the leaders of the smuggling rings and not on the smuggling middle men. The violation of the RICO protocol will give out a fine that may include imprisonment of up to twenty years (Jandl, 2004). The United States had partnered with the United States address human smuggling. However, the focus on the United Nations is on the human trafficking of women and children and also white slavery. Combating human smuggling is a combined world ââ¬âwide effort. However, corruption of local governments officials in China and other countries had made the curtailment of human smuggling next to nothing.à à à In reality, the detection of Chinese human smuggles are generally successful if someone secretly tips the border patrols on possible hideouts of the jail escapeesà (Kyle, 2003). Developed countries are trying to find ways to curtail human smuggling. However, theyà are against any policy that would reduce the demand for illegal workers. Evidently, the more there are strict immigration policies, the more will be the smugglerââ¬â¢s will to smuggle people because of the money involved (Kyle, 2003).

This report introduces Airworthiness and provides the reader the framework involved in gaining airworthiness and how to maintain it subsequently. Introduction Consideration of airworthiness policies has its origins since the early days of military flying. But aircraft design data has been recorded prior to 1910 for balloons and the Royal Aircraft Factory has produced a design requirement document in 1916. The Aerial Navigation Act that is sanction by the Home Office in 1911 to ban flying in populated areas is an early example of safety regulation. Airworthiness Department has been established decade later by the Royal Aircraft Factory (as part of the Air Ministry), which is the beginning of procedures for company design approvals and approved data. Aircraft airworthiness means compliance with applicable aviation authorities regulations that defines the minimum safety level of the aircraft, of the passengers transported and the over flown territories. When designed and built according to applicable requirements, When operated within its intended environment and within its quantified and declared limitations, And maintained in accordance with procedures acceptable to the responsible Authority. The European Aviation Safety Agency (EASA) Regulation 216/2008, Article 5, 2(c) defines the airworthiness as; Each aircraft shall be issued with an individual certificate of airworthiness when it is shown that it conforms to the type design approved in its type-certificate and that relevant documentation, inspections and tests demonstrate the aircraft is in condition for safe operation The Airworthiness is a collective responsibility of operators, authorities, manufactures and maintenance organisations. An airworthy aircraft is one where the likelihood of any incident or accident as a result of malfunction, performance or handling of the aircraft is kept to acceptable levels. The only real measure of airworthiness in use is given by tracking and analyzing incidents and accidents. The remaining sections will discuss the essence of Gaining and Maintaining Airworthiness. Designated Certification Specialist (DCS): Airworthiness specialist nominated for a given discipline (ATA or Sub-ATA level or for Approved Manuals) to carry out the certification tasks, in particular to manage the compliance demonstration activities for their domain. Part of the airworthiness function and act under the control of Product Integrity. Certification Manager (CM) Certification panel leaders for their area of competence, Participate in the development of new certification strategies The CM is the interface with Aviation Authorities at panel level for primary TC, foreign certification / validation activities and for allocated major changes. Chief Airworthiness Engineer (CAE) Responsible for leading and coordinating the certification and airworthiness activities for the programme. Supported by a team usually called the CAE team composed of: A Type Certification Manger (TCM) An Individual Aircraft Certification Manager (IACM) A Continued Airworthiness Manager (CAM) Type Certification Type certification is the process demonstrating that the design of an aircraft complies with the applicable aviation requirements. Certification process could be a new type certificate new aircraft (ex. Airbus A380), Amended Type certification model or derivative (ex: Airbus A350 1000) and significant major changes to the type design (ex. A330-200 Passenger to Freighter) To grant and EASA Type Certificate, aircraft manufacture shall obtain first a DOA (Design Organisation Approval) covering the relevant product (aircraft type) and also shall demonstrate its capability to design, certify and ensure the continued airworthiness of its products in accordance with the certification specification (CS-25) and Environmental protection (CS-34, CS-36) requirements. To manufacture and release to service series aircraft, manufacture must then obtain a POA (Production Organisation Approval) and establish relationship between DOA POA. Flight Test Flight testing process could be potentially very risky and extremely expensive due to unforeseen problem s result in loss of life (both crew and people on the ground) and damage to the aircraft. Due to this reasons modern flight testing is one of the most safety conscious operations. Typically there are two types of flight test programs, military and commercial. There is a significant difference between military and commercial flight testing where commercial test programs are carried out to certify the aircraft meets all required safety and performance requirements where as military programs involved in aircraft manufactures designing and building aircraft to government contracts to meet specific mission capabilities. Initiation of flight test preparations for both commercial and military aircraft commence well before the aircraft is ready to fly, although due to the fact that the government is funding the military projects, involvement of military flight testing is commence much ear ly-on in the design and testing process. Historical Data Analysis According to historical evidence, operational and airframe related risk of a serious accident causes is approximately one per million flight hours but failure problems occurred by aircraft systems problems is about 10 percent of this total amount. Therefore, it is reasonable to argue that systems faults should not allowed serious accidents and it is therefore possible for a new design to change the probability of such a serious accident not to be greater than one per ten million flight hours (1 x 10-7). But it is not possible to identify whether the target can be met until all the aircraft systems has been numerically collectively analysed. Due to this reason its assumed that there are about 100 potential failure conditions present arbitrarily which could prevent safe flight and landing of the aircraft. By sharing out equally the target allowable risk (x 10-7) equally among these conditions risk allocation result in not greater than 1 x 10-9 to each. Therefore the upper risk limit for failure conditions would be 1 x 10-9 for each hour of flight which approximates probability value for the term Extremely Improbable. Analytic techniques Various analytical techniques have been developed in line with the above topic to assist Airworthiness Authority and the applicant to carry out a safety analysis, which could benefit systematic qualitative analysis. This technique also important for analyst to perform quantitative assessment when required. The Advisory Material Joint (AMJ) identifies both qualitative and quantitative analytical approaches which could used to support JAA personal or assist applicant to determine the compliance with the requirement. And it also provides guidance for determining if or when a particular analysis to be conducted. The intended requirement of the analytical tools is supplement but not to replace operational and engineering judgement. Legal Issues To have a basic understanding of the legal requirement is vital for aviation professionals such as pilots, mechanics, air traffic controllers and executives. National and international laws or regulations regulate all aspects of civil air transportation. To ensure the effectiveness of the legal framework and enforceability of safety aspects, the following basic groups of regulations have been developed. Airworthiness Regulations to define: Applicable procedures, and Minimum safety, technical and performance requirements to be realised and maintain in the aircraft design. Ex: EASA Part 21 (aircraft certification procedures), Part M and Part 145 (aircraft maintenance) CS-25 (design code for large aircraft) Operational regulations: to define the basic rules air traffic has to follow and the minimum requirements for certain kinds of operations, for the aircraft and the person or the organisation. Ex: EU-OPS1 Commercial Air Transportation After an accident there is two main investigations (technical legal proceedings) will be conducted. Legal proceedings consist with; Civil proceedings which involved in civil claims for damages by victims and/or their relatives, Commercial proceedings which involved in claims for damages by customer and/or its insurer (Aircraft repair / loss, Reduction in aircraft residual value, Loss of revenue) and finally Criminal prosecution, in case of death / serious injury, in certain jurisdictions (ex: France, Germany). Continued Airworthiness According to ICAO Doc No 9760-2001 continued Airworthiness defined as The processes that ensure, at any time in its life, an aircraft complies with the technical conditions fixed to the issue of the Certificate of Airworthiness and is in a condition for safe operation. And recommends Contracting states are required to have a system that ensures aircraft are in a condition for safe operation. F. Florio (2006) stated that safety is the most important thing which has to be ensuring every time in every flight operations and all the airplanes must be in an air worthy state which is suitable for fly. In other words all the aircrafts must achieve and perform all the procedures in the Airworthiness Directive manuals. Furthermore, Florio (2006) also mentioned that continued airworthiness can be rely on two factors Organisation operators Maintenance Maintenance Maintenance can be explained as alterations, inspections, replacements of parts of the aircraft. This can be done by taking a record entry for each event such as replacement of LRUs (Line replacement units). According to Florio (2006), Maintenance refers to as preventive maintenance, alterations and repairs and introduction of airworthiness directive and also he stated that airworthiness is rely on the maintenance programmes , which also establish the replacement of time change items , the overhaul engines, propellers and various parts of appliances. Florio mentioned that as the part of the product type certifications of aircraft airworthiness authorities requires instructions for continued airworthiness thus these instructions can be identified as the fundamental tools of the maintenance because they are the basic maintenance programmes. These maintenance programmes must cater the requirements of operational and maintenance standards. According to EASA Maintenance programme; Every aircraft shall be maintained in accordance with the maintenance programmes approved by the competent authority, which shall be periodically reviewed and amended accordingly. The maintenance programme and any subsequent amendments shall be approved by the competent authority The maintenance programmes must establish compliance with; Instructions for continuing airworthiness issued by the type certificate and the supplementary type certificate holder Instructions issued by the complement authority Instructions issued by the owner or the operator and approved by the competent authority. Repairs Repair process involves different organisations where, when the products are not with aircraft manufacture, continuing airworthiness is governed by the state of registry or the responsibilities are spread out in organisations. Part 21A subpart M states the repair procedural requirements for certification. Under Part 21 subpart M: Elimination of damage (21A.431 b) Unrepaired damages (21A.445 a) Out of Part 21 subpart M Replacement without design activity (21A.431c) Repairs design from an approved manual (GM 21A.431 a) Following diagrams illustrates the Airbus repairing process. Figure 04: Airbus Repairing Process The Structure Repair Manual (SRM) describes general repair practices, materials and typical repairs, allowed damages, which are considered applicable to standard repairs. Its approved by aircraft manufacture under DOR privilege. Modifications Changes made to a particular aircraft after the issue of the airworthiness certificate is a modification. This could include changes to the structures, systems, powerplants, propellers etc Furthermore, substitution of one type for another also considered as a modification. Any modification requires approval from the Civil Aviation Authority directly or via an approved organisation. During a design modification, details of the change must be given to the authority at early stage where then the modification is classified as minor or major medication according to the nature of the investigation. If the outcome of an investigation requires amendments to the Certificate of Airworthiness or Flight Manual, authority may require following major modification procedures. Incidents and Accidents Flight safety experts believe that series of events leads to incidents and accidents. Accidents During the operation of an aircraft, result in occurrence associated with a person being fatally or seriously injured from the time any person boards to the aircraft with intention of flight until the time all persons disembarked. Incidents Other than accidents incidents also occurrences which relate to the operation of the aircraft or could affect the safety of its operation. Aging Aircraft Civil Aviation authority has defined Aging aircrafts as An operational aircraft approaching the end of its design life assumptions (Alder P. 2005). Aging aircraft can also be called as an older aircraft as well. Since the aircraft are manufacture to provide long lasting services for so many years, all the aircraft must be in an airworthy state and have to be safe to fly. Thus maintenance programmes must be carried out to maintain the aircraft and also aircraft must be operated according to the manufacturers recommendation. Florio F. (2006) stated that, older aircraft require additional care and the maintenance programmes must be carried out in a more specific way than the recently manufactured aircraft. And also he stated that due to the fatigue, accidental damage and also due to the environmental deterioration more inspection in the components of the structure must require in maintenance programmes. So to maintain airworthiness in older aircrafts manufacturers of the flight has to provide operators with the specific programs. In older aircrafts normally each of the aeroplane components have to undergo some of the repairs, overhauls, inspection maintenance, preventive maintenance and some replacements of components of the aircraft. Maintenance records have to be update regularly by the operator. Florio F. (2006) states that between operator of the aircraft, manufacturer and also the authority there should be an open communication system. Furthermore he states that once a problem occur the operator or the owner of the aircraft must inform it to the manufacturer and then manufacturer has to prepare the recommendations and has to update the appropriate programmes of continued air worthiness. After examination of those maintenance programmes the authorities will approve those. Role of the Regulator Airworthiness programmes consist of three main roles. Regulator Implementer Investigator Civil Aviation Authority (CAA), European Aviation Safety Agency (EASA) and Federal Aviation Regulations (FAR) are examples for the regulation authorities. These authorities generate and distribute the regulations for aircraft operations for aviation industry. Civil Aviation Authority is the UKs independent specialist regulator. Their main responsibility is to provide world leading air safety environment in the aviation industry. Aircraft licensing, maintenance of specific airworthiness management systems and economic regulations, consumer protection, policies for airspace and setting up national safety standards can be taken as key role of CAA. Regulators involved in few or many roles as follows: Setting up the civil aviation standards and ensure they are achieved. Regulates and encourages airlines, airports and national air traffic services economic activities etc Manages the principal travel protection scheme. Ensure the airspace is a common place for all users by bringing civil and military interests together. Advise the government on aviation issues. Represents consumer interests Conduct scientific and economic research. Provide specialist services by producing statistical data. Conclusion Recommendation Aircraft airworthiness means compliance with applicable aviation authorities regulations that defines the minimum safety level of the aircraft, of the passengers transported and the over flown territories and when designed and built according to applicable requirements, when operated within its intended environment and within its quantified and declared limitations and maintained in accordance with procedures acceptable to the responsible Authority. Therefore, The Airworthiness is a collective responsibility of operators, authorities, manufactures and maintenance organisations.
